Newark, N.J., shattered its 98-de-gree record set in 1936 by reaching 101 degrees Monday afternoon, the 16th day of 90 degrees-plus there this year. Other cities setting record highs for the date were Baltimore, 100; Bridgeport, 93; and Philadelphia, 100. A cold front across the eastern Great Lakes should bring relief from the heat to the Northeast and mid-Atlantic region, the National Weather Service said.

Numerous thunderstorms produced locally heavy rain in parts of south-central Texas, where rainfall measurements ranged from 3 to 6 inches. More than 6 inches of rain was measured just east of Hunt, Texas, while areas west of Medina, Texas, received 6 to 7 inches. The national picture July 12 From page 1A he lay on his back in bed. Richardson allegedly stole the murder weapon, a rifle, from his sister's home in Winooski over the Fourth of July weekend. Richardson was arrested in Montpelier, driving Hanley's car, at 2 a.m.

Thursday 11 hours before police knew Hanley had been killed and charged with driving while intoxicated, possession of marijuana and possession of a loaded rifle that was found in the car. He was arraigned in Barre and held in lieu of $300 bail until Friday night, when he was charged with murder and the bail was raised. "Luck really played quite a role here," said Kevin Bradley, Chittenden County state's attorney, referring both to the Montpelier arrest and to Richardson's inability to post $300 bail and flee before investigators obtained an arrest warrant on the homicide charge. Bradley was reluctant to discuss details of the evidence, but said the state had a strong case. "You know you have the right person because of the total of all the circ*mstances," he said.

He said the rifle in Hanley's car was stolen from Richardson's sister, Gayle Bombard. She told police she suspected her brother committed the burglary, in which television equipment and checks also were taken. A state police firearms expert, Evan Hodge, said marks on the bullet that killed Hanley were consistent with the seized gun. Bradley said more exact ballistics tests had not yet been completed. Other evidence cited by police included a key to the motel room found in the car, and reports that Hanley and his alleged killer were seen together at the Howard Johnson lounge about 9 p.m.

Wednesday. Hanley checked into the motel July 5, under his own name but with a false address, and paid $124 cash for two nights. He had no job, but apparently had received disability checks since losing a foot in an accident. His wallet was found empty near his body. Bradley said he did not know how long Hanley and Richardson had known each other, but that they recently had shared their homelessness.

"Apparently they crashed at the Waystation (Burlington shelter) at times and at that little 'tent city' down in the Intervale," Bradley said, referring to a homeless persons' settlement near the Burlington Electric Department power plant. Bombard, Richardson's sister, said Richardson and Hanley were heavy drug and alcohol users, according to a police affidavit. Both men also had Vermont criminal records. Richardson was convicted of disorderly conduct in 1979 and shoplifting this year, and Hanley was on probation for a 1986 sex offense. According to documents filed at Vermont District Court in Barre, a woman said Hanley tied her up, put objects in her rectum and shocked her with an electrical cord so that she sustained 200 to 300 small burns.

The charge was reduced from sexual assault to lewd and lascivious conduct in a plea bargain because, Washington County State's Attorney Terry Trono said, "It was hard to figure out what was consensual and what was not." Hanley served 15 months of a three- to five-year sentence and was released on probation. Maureen Buell, casework supervisor at the Burlington probation and parole office, said of Hanley, "He was someone we saw very freqently. He was on a high supervision status, mainly because of the nature of his offense." Buell would not comment further about Hanley except to say that his last known address was the Waystation. Relatives of the victim attended Richardson's arraignment Monday, but did not talk to reporters. Hanley's funeral is scheduled for this morning.

Melton, he said, came "in his mind to fill a leadership vacuum in this country and he became confused." The government earlier accused Melton of carrying out a destabilization plan against Nicaragua. Melton filled the post left vacant since July 1987, when Ambassador Harry Ber-gold returned to Washington.

In closing Radio Catolica, the Interior Ministry accused the station of "inciting to violence, disorder and lack of respect for constitutional government." Monsignor Bismarck Carballo, the station's director, called the order "unjust and arbitrary." An official in the Interior Ministry press office, speaking on condition of anonymity, said police arrested Secretary-General Miriam Arguello of the Conservative Party for "being the principal instigator of yesterday's events in Nandaime." The government closed down Radio Catolica in January 1986, but allowed it to reopen last October under a Central American peace agreement that Ortega and four other Central American presidents signed in August 1987. Pedro Joaquin Chamorro, one of the five directors of the U.S.-backed rebels known as Contras, said in Miami Monday: "The Sandinistas are demonstrating once again that they are not prepared for democracy" Chamorro said the Contras have been negotiating in good faith with the Sandinistas, but that continued repression inside Nicaragua would leave them little choice but to return to armed struggle. Reopening Radio Catolica was among the steps toward democratic reforms envisioned in the Central American pact. The Sandinistas also reopened La Prensa last October and eased restrictions on opposition political activity. The ministry official said Monday's shutdown was linked to Radio Catolica broadcasts about the demonstration.

Carballo told The Associated Press, however, that "all stations in the country Vermont today Burlington area, Champlain Valley: Partly sunny, not as humid as Monday, high near 80. Welch said voters constantly confuse him with one of his competitors. "I met somebody in St. Albans last week who insisted she saw me and my kids at the Swanton parade a year ago," he said. "There was no way I could convince her I wasn't there." The booming economy might play a factor in voter apathy by serving to quell the impetus for change, said David Wilson, a Statehouse lobbyist who has followed Vermont politics for more than a decade.

"Clearly when you have a state doing well, the interest in change and in upending the status quo is not nearly as high," he said. Bernard Sanders, the mayor of Burlington and an indepedent candidate for the U.S. House, said the presence of 10 candidates makes it difficult for any one person to dominate or set the agenda. informed (their audiences) yesterday about those events." Police arrested 42 people, including Carballo's brother, in breaking up Sunday's unauthorized anti-government protest, an Interior Department statement said Monday. Protesters threw rocks at police, which responded with tear gas, police said. Witnesses said police started the fracas by pushing and shoving at the back of the crowd gathered on a field to listen to speeches. They said the crowd hurled stones in response to the gas. The ministry said 10 police officers were hurt.

Witnesses, who spoke on condition of not being identified, said they saw police officers using their fists, feet and rifle butts to beat scores of civilians. "Police Halt Subversives," read Monday's headline in the Sandinista newspaper Barricada. "Somozista Bands Invade Nandaime," the pro-government Nuevo Diario said. The Sandinistas came to power in a popular revolution in July 1979 that ended 42 years of rule by the rightist, pro-American Somoza dynasty. Followers of the Somoza family are called Somozistas.

The U.S. government has backed, trained and supplied the Contras since 1981 in their fight against the Sandinistas. A ministry statement said the Nandaime marchers "provoked acts violating the laws of order and public security." The ministry warned demonstration organizers they bore the responsibility for the Sunday fray. Screaming people dashed for cover, eyes streaming with tears from the gas. Police in four-wheel drive vehicles and pickup trucks sped through the small city, gathering up protesters.

Plainclothes security agents confiscated film from several photographers, including The Associated Press. "This is to show the people want democracy," Arguello said before the fighting broke out. Later, a civilian struck her with a large club as a group of police applauded. The march was held to protest government economic policies. Chagall was appointed commissar of art for the Vitebsk region in 1918, but became disillusioned with the young Soviet state in 1922 and moved moved to Paris.

He returned to Moscow only for a visit shortly before his death in 1985. Kandinsky helped reorganize Russian museums after the revolution. He taught in Germany from 1923 to 1933 and moved to Paris when the Nazis came to power in Germany. He died in Paris in 1944. Both Chagall and Kandinsky were part of the "avant-garde," or vanguard, movement in Russia, which aroused universal interest in the early part of the century.

Soviet leaders favored or tolerated it at first, but later suppressed it in favor of "Socialist realism," which supported their political aims. Under discussion is an exhibit of American paintings to be shown in Soviet Union in exchange. Vt. politicians say they see a high level of voter apathy 'The people of Vermont have been subjected to political campaigning earlier than ever Peter Smith U.S. House candidate Soviet paintings to go on display in Washington as part of glasnost From page 1A The most recent symptom of voter disinterest occurred when two candidates for statewide office crashed the town of Brattleboro's Fourth of July Parade.

Only incumbents had been invited. Parade organizers responded to the parade crashers by threatening to ban all candidates from future celebrations. Gov. Madeleine Kunin then reminded Brattle-boro residents and others that candidates should be treated with respect because politics is "an honorable calling." "The parade was a real indication that people are fed up with all of these candidates," said Stephen Terry, a former aide to the late U.S. Sen.

George Aiken, R-Vt. "I think there is weariness from the 1986 campaigns." Part of the disinterest also could stem from the lack of sustained action in any of the major races this year. It's unclear, however, whether voter apathy is the result of dull campaigns or whether the candidates, sensing the mood of the public, are using a low-key approach. In the governor's contest, Kunin, who is seeking a third term against Republican Michael Bernhardt, has declined detailed comment on the campaign pending her formal announcement. The date of her formal entry has not yet been announced.

In the Senate race, Gray has shown little inclination to take on either of the two Republicans, U.S. Rep. James Jeffords or Michael Griffes. Gray's first shot at Jeffords came Monday over Jeffords' acceptance of a $5,000 contribution from the Teamsters union. Jeffords took steps to eliminate the controversy by announcing he would give the money to charity.

And in the crowded race to replace Jeffords in the U.S House, the 10 candidates are having trouble getting recognized, much less getting their issues across to the public. "Nobody can focus in a race with 10 candidates," said Peter Welch, one of four Democrats in the contest. Former Lt. Gov. Peter Smith, a veteran campaigner and one of two Republicans running for the House, said there was little question that voters this year appeared to be "turned off" from politics.

But he blamed the problem on the early campaigning by many of the candidates, and not on any change in the electorate. "The people of Vermont have been subjected to political campaigning earlier than ever before," Smith said. "The apa The Associated Press WASHINGTON An exhibit of Soviet paintings, many hidden for years by order of Communist Party leaders, will go on display in Washington today in a new show of Soviet openness. The exhibit of works on loan from Moscow and Leningrad will continue until Sept.
