Arlington Chief of Police James David Evans, 60, of Arlington, died Sunday at Palmyra Park Hospital in Albany, of a heart attack, according to Manry-Jordan Funeral Home in Blakely, Ga. Funeral arrangements will be announced by the funeral home. Mr. Evans was born April 17, 1921, in Walton County, son of Mr.

and Mrs. Green David Evans. He had lived in Arlington since 1973. A Mason and a Shriner, he was a member of Georgia Peace Officer's Association, he was a member of Arlington Baptist Church and was retired from the Navy. Survivors include his wife, Jean Ridenour Evans; two sons, Randy Evans of the Navy, and Ronald Evans of Arlington; a daughter, Miss Pat Evans of Arlington; his stepmother, Mrs.

G.D. Evans of Greensboro, two brothers, Flay Evans of Madison, and G.T. Evans of Macon, three sisters, Mrs. Hazel Mize, Mrs. Glady McLendon and Mrs.

Peggy Hagwood, all of Greensboro; and five grandchildren. 103-Year-Old Man Dies LAGRANGE, Ga. Benjamin "Uncle Ben" Garner, of 704 Camellia Drive, LaGrange, died Sunday at West Georgia Medical Center. He was 103. Born May 30, 1878, he was the son of James and Salley Collins Garner, farmers in Heard County.

James Garner died when "Uncle Ben" was six, leaving his mother with seven little children. She sold the farm and moved back to Troup County. "My grandmother was a fine seamstress, and she sewed for people until my Pappa and uncle got old enough to plow the fields. Often her only pay was the labor of local men in plowing her land," said Mr. Garner's daughter, Mrs.

T.A. White of LaGrange. "Pappa said he remembered bales of cotton in the front yard his mother was holding for better prices and that at Christmastime he would get a nickel. Instead of buying candy with it, he would walk to Chipley, about three miles, to get a lump of (corn) starch to eat," said Mrs. White.

"Pappa believed in honest labor. He worked very hard and worked everybody that stayed near him," she said. "'He worked the fields and hardly went to school at all. When I was little, I remember he worked his job at the plant from 6 a.m.-6 p.m., then would come home where he raised our living, with two cows, chickens, hogs and a huge garden. He even had time to half- my shoes," said Mrs.

White. "He meant for us to have an education since he never had one, and we did get one." The funeral will be at 2 p.m. Tuesday at Hillside Christian Church, with burial in Shadowlawn Cemetery, according to Hunter-Allen-Myhand Funeral Home. Mr. Garner was born May 30, 1878, in Harris County, son of James and Salley Collins Garner.

A retired employee of Callaway Mills with over 50 years, he was a member of Hillside Christian Church and the Elm City Masonic Lodge for over 50 years. Survivors include another daughter, Mrs. Roy Market of LaGrange; a son, Clinton Garner of LaGrange; three grandchildren, seven great-grandchildren and several nieces and nephews. The family requests that instead of flowers, contributions be made to Hillside Christian Church. Former Aircraft Executive Dies HARTFORD, Conn.

(AP) Erle Martin, a retired vice chairman of United Technologies has died after a long illness. He was 74. Martin, who died Saturday, is credited with about 70 inventions that resulted in improved performance, economy and safety of the aircraft propeller. Martin was head of United Techologies' Hamilton Standard division during the 1940s and 1950s, when the company emerged as a leading producer of products for jet aircraft and space systems. Martin was born in Tullahoma, graduated from Pennsylvania State University and joined Hamilton Standard in 1931.

Te was elected vice president of United Aircraft which later became United Technologies 1958. He was named vice president for research and in 1960 and was elected vice chairman of he corporation in 1968. He held the post until his retirement in 1972. Phenix City Woman Drowns By Jerome Walters Enquirer Staff Writer A Phenix City woman who plunged from a railroad trestle into the chill waters of the Chattahoochee River Sunday afternoon may or may not have tried to take her life. Mrs.

Barbara R. Wynn, 52, 102 21st drowned in the river between the 14th Street Bridge and the railroad trestle just north of the bridge, said Muscogee County Coroner Don Kilgore. She was pronounced dead at the scene at 1:45 p.m. "I'm not making a ruling about the mode of death, mode of death meaning homicide, accident or suicide, until we complete our investigation," Kilgore said. He said witnesses offered several the different accounts of how she got into the river.

Police suspected, after talking to some witnesses, that she jumped off the bridge to commit suicide. Other witnesses indicated she may have jumped to avoid the oncoming train. Mrs. Wynn's body was sighted floating face up in the river about 12:45 p.m., minutes after she was seen on the trestle, police said. "The train had just passed and she was fixing to walk out on the trestle when I first saw her.

I went on to my momma's house to pick up something, and when I came back she had jumped. She was floating out there by that first column (near the Alabama side)," said Donald Driggers, a Phenix City man who may have been the last person to see Mrs. Wynn alive. While waiting for a rescue boat, Columbus policemen tried to reach the Mrs. Wynn as she floated down the river, but were soon turned back by the cold river and the tricky current.

Although the boat finally arrived, Columbus Officers Bruce Whitehead, William Orlich and Steve Wurst, caught her body when it floated close to the rocks along the Alabama riverbank about 1:30 p.m. "When I got here the body was floating in the river. Some people said she was moving and she might still be alive, so I went on out there (on the rocks) to help," said David Pate, chief of the Columbus Emergency Medical Services, shivering wet from the rescue effort. "When we pulled her out we didn't get a heartbeat so we started trying to revive her. She never responded," said Pate.

Lillian Tatum CUTHBERT, Ga. Lillian Tatum, of Burgin Nursing Home, Cuthbert, died Sunday at Patterson Hospital in Cuthbert. The funeral will be at 11 a.m. today at Bethlehem Baptist Church near Shellman, with burial in the church cemetery, according to Lunsford Funeral Home in Cuthbert. Mrs.

Tatum was born in Shellman, daughter of Mr. and Mrs. William J. Hooks. Survivors include her son, Philip M.

Tatum of Atlanta; a brother, James Jones of Shellman; a sister, Miss Rassie Hooks of Cuthbert; and two grandchildren. Anthony Philpot HOGANSVILLE, Ga. Anthony Floyd Philpot, 25, of Hogansville, died Sept. 29 near his home. The graveside service will be at 3:30 p.m.

Tuesday in Myrtle Hill Cemetery in Hogansville, according to Claude A. McKibben Funeral Home. Mr. Philpot was born Jan. 22, 1956, in Grantville, son of Mrs.

Barbara Philpot McGuffin of Hogansville and Robert Floyd Philpot. He was a member of Welcome- All Baptist Church in Hogansville and was employed by Wynnton Hardware Co. in Columbus. Survivors besides his mother include a son, Kristopher Shawn Philpot of LaGrange; his stepfather, Styles McGuffin of Hogansville; a sister, Mrs. Travis Hudson of LaGrange; and his paternal grandparents, Mr.

and Mrs. Thomas Philpot, both of Hogansville. Lena P. McGuffin BUTLER, Ga. Lena Pollard McGuffin, 64, of Butler, died Saturday at Upson County Hospital in Thomaston, Ga.

The graveside service will be at 3 p.m. today in Butler City Cemetery, according to Edwards Funeral Home in Butler. Mrs. McGuffin was born May 12, 1917, in Cherokee County, daughter of Mr. and Mrs.

Clarence Pollard. She was a member of Fort Valley (Ga.) Church of Christ. Survivors include her husband, Martel; a son, Jim Webb of Oxford, two sisters, Mrs. Marie Renninger of Birmingham, and Mrs. Katherine Kimbrel of Town Creek, a brother, Grady Pollard of Abbeville, a a brother, Grady Pollard of Abbeville, a stepson, Robert C.

Guin H. Palmer 70, of Lanett, died Saturday at his grocery store of an apparent heart attack, according to Johnson-Brown Service Funeral Home in Langdale, Ala. The funeral will be at 2:30 p.m. today at Johnson-Brown Service Funeral Home chapel, with burial in Sandy Ridge Methodist Church cemetery in Chambers County, Ala. Mr.

Palmer was born Sept. 25, 1911, in Chambers County, son of Mr. and Mrs. John M. Palmer.

A member of Sandy Ridge Methodist Church and the LaFayette Masonic Lodge, he was the owner of grocery store-service station in Lanett. Survivor sinclude his wife, Leatha Barber Palmer; two daughters, Mrs. Julia Ann Kent and Mrs. Peggy Ohm, both of New Braunfels, Texas; a son, Guin H. Palmer Jr.

of Fayetteville, a sister, Mrs. Delaney Carlisle of Langdale; a brother, Bismark Palmer of Alexander City, and six grandchildren. Bo Stephens Sylvester Bo Stephens, 74, of 3014 Colorado Columbus, died Saturday. Funeral arrangements will be announced by International Funeral Home. Mr.

Stephens was born April 27, 1907, in Harris County, son of Mr. and Mrs. Henry Stephens. He was a of 24th Street Baptist Church and was a die maker at Swift Mills before retiring. Survivors include his wife, Martha; a son, Sylvester Bo Stephens Jr.

of Saginaw, two daughters, Ms. Mary E. Stephens of Bronx, N.Y., and Mrs. Doris Johnson of Columbus; three sisters, Mrs. Sarah Wiley of Columbus, Mrs.

Odessa Bussey of Pittsburgh, and Mrs. Ophelia Terry of Columbus; seven grandchildren and nine great-grandchildren. Sara F. Rodgers Sara Frances Rodgers, 59, of 5936 Cecil Columbus, died Sunday at St. Francis Hospital.

The funeral will be at 4 p.m. Tuesday at StrifflerHamby Mortuary's Macon Road Chapel, with burial in Parkhill Cemetery. Mrs. Rodgers was born Nov. 8, 1922, in Pike County, daughter of Mr.

and Mrs. Arch Davis. She had lived in Columbus 33 years and was retired from the Bibb Co. with 29 years service. Survivors include her husband, William two daughters, Mrs.

Linda Sue Tice and Mrs. Barbara Jean Boutwell, both of Columbus; two sons, William G. and Walter W. Rodgers, both of Columbus; and seven grandchildren. Hogansville Civic Leader Dies at 75 HOGANSVILLE, Ga.

Prominent Hogansville civic and religious leader, James L. Guy, 75, of 805 E. Main Hogansville, died at West Georgia Medical Center in LaGrange, Ga. The funeral will be at 3 p.m. today at Claude A.

McKibben Funeral Home chapel in Hogansville, with burial in Myrtle Hill Cemetery. Mr. Guy was born June 4, 1906, in Columbia, S.C., son of Mr. and Mrs. William Guy.

A retired executive of Uniroyal Tire Co. with 40 years service, he was a member and an elder of First Presbyterian Church. He was a past president of the Hogansville Kiwanis Club, a former member of the Hogansville Board of Education and was a 1931 graduate of Clemson (S.C.) University. Survivors include his wife, Sybil Mathews Guy; two sons, David Guy of Hogansville, and James W. Guy of Bangkok, Thailand; and two brothers, Harrell Guy of Thomasville, and Walter Guy of Columbia.

Annie B. Terry WARM SPRINGS, Ga. Annie Dorothy Burton Terry, 55, of Warm Springs, died Saturday at Meriwether Memorial Hospital in Warm Springs. The funeral will be at 1 p.m. Tuesday at Branch Hebron Baptist Church in Odessadale, with burial the church cemetery, according to Anderson and Marshall Funeral Home in Manchester, Ga.

The body will be at the church from 11 a.m.-1 p.m. Mrs. Terry was born April 20, 1926, in Meriwether County, daughter of Mrs. Mary Burton of Meriwether County and Henry Burton. She was a member of Branch Hebron Baptist Church.

Survivors besides her mother include her husband, Charlie, two sons, Charlie, Jr. and Eugene Terry, both of Warm Springs; three brothers, Henry, Clarence and Roosevelt Burton; and three grandchildren. Alvin M. Worthy SHAWMUT, Ala. Alvin M.

29, 1904, in Tallapoosa County, son of Mr. and Mrs. Andrew Worthy. A member of Shawmut First Baptist Church, the Shawmut Masonic Lodge and the Shawmut Woodmen of the World, he was retired from Shawmut Mill. Survivors include two daughters, Mrs.

Thomas McCouskey. A member of Trinity Methodist Church, where she had been very active until the time of her illness, she was a member of Rosemary Garden Club, in which she had held several offices. She had been very active in the Mother's March of Dimes. She is the widow of Cloyd Tillery, and they were former owners of the Phenix Foundry. They were on the Blue Ribbon Grand Jury and were associated with the Chamber of Commerce, the water and gas company of Phenix City and were on the board of directors of the Phenix-Girard Bank.

Survivors include a daughters, Betty Jane "Short" Tillery; a sister, Mrs. Uldene Bishop of Phenix City; and several nieces and nephews. Mrs. Bennings was born Dec. 9, 1892, in Chattahoochee County, daughter of Mr.

and Mrs. Scott Lightfoot. Survivors include her son, Earnest Bennings of Detroit; a daughter, Mrs. Freddie Thomas of Detroit; a sister, Mrs. Fannie Harris of Columbus; eight grandchildren and 13 great-grandchildren.

Unless the Court authorizes the immediate temporary collection of the taxes the County authority will not be able to maintain an orderly and normal function of County business and governmental atfairs; and automobile tags and mobile home stickers will be due to be paid starting January 1, 1982. That Chattahoochee County will suffer irreparable iniury unless a temporary digest is approved.

7. Chattahoochee County, Georgia petitions the Court to issue an order allowing the temporary and immediate collection of taxes based on the Tax Assessments set for 1980 and shown in the 1980 Tax Digest of Chattahoochee County, Georgia. 8. The 1980 Tax Digest was approved by Revenue Commissioner which was the last year the Tax Digest was approved. 9.
